# Government Writing And Document Format

Use this skill when the user needs administrative writing rather than generic prose. It covers both the content side of government writing and the formatting/style reference for formal documents. Treat the guidance as flexible reference, not as a rigid generator.

## Core Rules

- Do not invent policy basis, names, dates, numbers, issuing authority, legal basis, organizational responsibilities, deadlines, or approval conclusions.
- Preserve the user's substantive meaning. Improve structure, tone, and format without changing commitments or policy meaning.
- Prefer sober administrative phrasing over slogans or decorative writing.
- Separate facts, analysis, tasks, safeguards, requested decisions, and follow-up requirements.
- Keep accountability language precise: `牵头单位`, `责任单位`, `配合单位`, `完成时限`, `成果形式`.
- When information is missing, mark it as `待补充` or `待明确`; ask for confirmation if the missing information blocks the document.

Use ending language such as `妥否，请批示` only when the document is truly a request for instructions.

Do not include request-for-approval language unless the user explicitly needs a mixed report/request document.

## Formal Document Format Reference

Follow the user's template or local standard when provided. Otherwise, these defaults are reasonable references:

- Page: A4.
- Margins: top about 37mm, bottom about 35mm, left about 28mm, right about 26mm.
- Title: centered and prominent, usually Song-style official heading font when available.
- Body: usually FangSong/Song style, first-line indent by 2 Chinese characters.
- Line spacing: stable and readable, commonly fixed line spacing around 28-30 pt for formal documents.
- First-level headings: `一、二、三、`; second-level headings: `（一）（二）（三）`; third-level headings: `1. 2. 3.`.
- Attachment list: place before the signature block when attachments exist.
- Signature and date: right aligned unless the document type or template says otherwise.
- Tables: fit page width, repeat headers when long, avoid awkward page breaks.

## Tone Guide

- Use expressions such as `为进一步...`, `根据...`, `结合实际...`, `现将有关情况报告如下`, `现将有关事项通知如下`, `经研究`, `请结合实际抓好落实` only when they match the facts.
- Use `一是、二是、三是` for compact parallel points.
- Use `会议指出`, `会议要求`, `会议明确` only when writing meeting-related materials and the source supports that wording.
- Avoid exaggerated claims such as `全面领先`, `彻底解决`, `零风险`, unless source material proves them.
- Avoid vague action verbs when assigning tasks; use concrete deliverables.
- Avoid vague commitments such as `尽快`, `及时`, `有关部门` when the source material provides a specific party or deadline.

## Review Checklist

- Does every number have a source or user-provided basis?
- Are responsibilities assignable?
- Is the conclusion supported by facts?
- Does the draft overstate policy authority?
- Is the document type consistent with the requested audience?
- Do the title, recipient, body, attachment list, issuer, and date fit the document type?
- Are headings balanced and not over-nested?
- Are dates and organization names copied from user input or source material?
